The goal of Biodev/Work Package 3 is to develop the capacity and policy environment to facilitate wider scaling up of high value biocarbon development approaches.

1.National policies

What do we want to achieve in policy environment?

Wider scaling up of high value biocarbon development approaches through
• Policies and institutions support biocarbon activities
– NAMAs, NAPAs, REDD+, agriculture, agroforestry, forestry,
rural development, carbon markets, etc.
• Government support to rural biocarbon investments increased
– Enabling environment (legislation etc.)
– Pilot projects etc.

Expected outcomes
National
• Policies and institutions to support biocarbon initiatives
improved (e.g. NAPA, NAMA)
• National government support for rural biocarbon investment
increased

International
• NEPAD and RECs knowledge base on successful biocarbon and
sustainable land management strategies enhanced
• UNFCCC and UNCCD processes supported with technical information
on interventions and monitoring

2. Capacity strengthening

What do we want to achieve in capacity strengthening?
• Policy and scientific capacity in biocarbon related matters
improved
– Enhanced university level forestry education
– Capacity of policy makers and practitioners strengthened
– National capacity to engage in global climate change processes
and conventions strengthened
