Improving the Meteorological and Hydrological Services in Vietnam (PROMOSERV)

Research summary

The overall objective of this project between FMI and NHMS was the promotion of economic development and reduced risks for the loss of life and property caused by severe weather and climate events in the Vietnamese society. The Project Purpose was the increased capacity of the National Hydro-Meteorological Service in the reduction of natural disaster risks and adaptation to climate change of the Vietnamese society.


The Project was further divided into three results:
1. Improved capacity of the NHMS to provide early warning services to the Red River delta region
2. Improved use of modern weather radar tools and technologies of all NHMS centres
3. Enhanced capacity of NHMS management staff to design and develop modern weather services to all sectors of the society
The capacity building work during the project implementation was carried out in the form of discussions, exchange of information and best practices, training workshops and seminars, hands-on assistance, study visits to Finland, planning and working together with selected experts and groups at NHMS.
The project has aimed to strengthen the overall capacity of NHMS to streamline systems and operations to better respond to the weather and climate related challenges causing major impact on the Vietnamese society and economy. The project enhanced the connection of NHMS with its stakeholders, increased the visibility of NHMS in the Vietnamese society and improved the capacity to design and streamline the services to meet the requirements of the end-users.
