The present ALCUE NET proposal (Latin America, Caribbean and European Union Network on Research and Innovation) outlines a Research and Innovation policy support project aimed at supporting the international Science, Technology and Innovation (STI) dimension of the Europe 2020 Strategy and Innovation Union Flagship Initiative. It will do so by promoting bi-regional and bilateral partnerships for jointly societal challenges, working to develop the attractiveness of Europe in the world, and by promoting the establishment of a level-playing field in Research and Innovation. Additionally it will also work to reinforce the external dimension of the European Research Area (ERA), enhance the cooperation of EU Member States and Associated Countries with third countries in the Framework Programme, contribute to the implementation of the Strategic European Framework for International STI Cooperation and of the initiatives of the Strategic Forum for International Cooperation (SFIC).
UTU Geography Section has been working in Tanzania since 2003 with Tanzanian and international partners. Our collaborative research topics are broadly related to the analysis of human-nature dynamics with landscape and geospatial approaches. We link our research efforts with education in Geography and Landscape Science, Geographical Information Systems (GIS), Remote Sensing, Participatory GIS and Landscape Management. We collaborate with our partners in developing better spatial tools, methods and practices of sustainable landscape management and use and preservation of natural resources.

research on user-designer interaction has of yet poorly elucidated how meta-communication (communication about communication) is an important means in projects of “massive change”. Meta-communication or multi-actor ‘talk about how to talk’ is key in negotiating shared meanings so that the process for change initiated at a political or organizational high level can proceed also at the micro level despite experiences of tension and perceptions of contradictions and different time frames across this and other levels. This empirical focus is on a comparative analysis of projects in the Republic of South Africa, all of which had to do with on bringing about massive changes for the better in comparison to status quo. On the basis of an analysis of participant observation and analysis and interpretation of the written materials and notes made and collected, the goal is to describe and interpret how meta-communication helps to deal and to handle in constructive and generative ways tensions, contradictions and critical voices both outside and inside a project, which tensions otherwise might be destructive or degenerative. The goal includes to generalize beyond the particular materials how meta-communicative talk is a discursive resource for participants, as goes for facilitator participants in consulting or researcher roles, in particular.

According to our experience, most of the African Universities still focus on education, while research outputs are generally low. We have identified two main reasons for this. First, it is common that faculty members of higher education institutions are master degree holders. This means that faculty members usually lack research experience and they do not have basic knowledge and skill to conduct research. Secondly, those faculty members who have interest and skills to do research are often heavily loaded with teaching and administrative responsibilities. Thus, developing a research culture is an important direction for the future of African universities.

The research is done in towards a doctoral dissertation. The study is focused on the Cameroon higher education system. The objective is to identify the strategic objectives of higher education in Cameroon; how they are determined and implemented at the system and institutional levels. The balanced scorecard (BSC) approach will then be used to show how the determination and implementation and evaluation of strategic objectives can be facilitated by the BSC approach.The endpoints would be to: -Highlight the feasibility of the BSC approach to the Cameroonian higher education -Determine the structural capacity of the Cameroonian Higher Education System to use the BSC in determining, implementing and evaluating its strategic objectives. -Outline a System and Institutional BSC for Cameroon based on the data from interviews and document reviews. To achieve this, policy document reviews and qualitative semi-structured interviews are conducted with policy makers and then one higher education institution.
The Internet is one of the most important innovations in today’s ICT domain. It is a tremendous, undisputed force for economic growth and social change (Dalberg Survey Report, 2013). The Internet technology is significantly changing the costs and modes of communication within Africa as well as between Africans and the rest of the world (Foster et al., 2004). This innovation is required to enhance information processing in order to execute applications and deliver services (Mofleh et al., 2008 and Raji et al., 2006). Africans living at home and abroad are experiencing the significant benefits of the Internet as well as its impact on economic development of their countries (Langmia, 2005).

Establish a long-term framework for communication, collaboration and coordination of programme owners/ managers related to S&T co-operation from Europe and Africa . Reinforce EU-Africa S&T collaboration by promoting joint learning by African and European research programme owners and managers and identifying relevant instruments to address more effectively the global challenges of sustainable development. Develop joint funding schemes and procedures between European and African programme owners aiming at supporting joint activities. Strengthen African research capacities and improve the impact of research for development in Africa. Strengthening the impact and the influence of S&T research implies enhancing the transfer of new knowledge to the benefit of the society. It also implies the achievement of greater coherence between research outputs and policies and funding instruments in other areas than research.
CAAST-Net Plus is a network of 25 partner organisations from all over Europe and sub-Saharan Africa, working together to support bi-regional cooperation in research and innovation. Building on the activities and outputs of the CAAST-Net project (2008-2012), CAAST-Net Plus aims to: Encourage more and better bi-regional STI cooperation for enhanced outcomes around topics of mutual interest, and particularly in relation to the global societal challenges of climate change, food security and health. Foster discussion among stakeholders for gathering informed opinion and experience about the bi-regional cooperation process, formulating and disseminating it in such a way as to be admissible to the formal bi-regional STI policy dialogue process and to programme owners. ?Through informing the bi-regional policy dialogue for mutual learning and awareness, through building support for coordinated and innovative approaches to bilateral funding of bi-regional cooperation around global challenges, brokering the public-private relationship to foster improved uptake and translation of bi-regional research partnership outputs into innovative technologies, good and services, and through dedicated mechanisms to encourage bi-regional research partnerships, CAAST-Net Plus will make invaluable contributions to the quality and scope of the Africa-Europe STI relationship for mutual benefit.
