The FinCEAL Initiative, funded by the Ministry of Education and Culture, started in 2013 as a means to support internationalization of Finnish research and innovation. The focus has especially been on building cooperation with Africa, Asia and Latin America and the Caribbean regions, and enhancing Finnish involvement in the Science, Technology and Innovation policy dialogues that occur with the regions at the European level. To address these aims, the initiative has implemented various activities, such as: issuing small-scale grants for building partnerships in the regions, building networks and disseminating information through events and communication efforts as well as engaging in the actual policy processes.

In the past five years, the EU bi-regional policy dialogues, the national policies and funding landscape have undergone substantial changes, impacting the Finnish research community. FinCEAL has also gained unique insight on the terrain in which Finnish higher education institutions and research centers operate when engaging with their counterparts in Africa, Asia and Latin America and the Caribbean. Present knowledge shows that the current cooperation priorities and policies regarding each of the focus regions and sub-regions differ substantially, and pose unique challenges and opportunities for future engagement.

In a seminar event to be held on 11 October 2018, the project aims to take stock of the lessons learned and to provide a platform for discussing the outlook and driving factors on the current and future cooperation with the target regions. Organized in two sessions, the first part of the event will focus on the external assessment of the FinCEAL initiative conducted to determine the contribution FinCEAL has made to the Finnish STI landscape. The second part of the event will include the launch of three policy briefs that analyze relevant questions for each of the regions and the recommendations that can be drawn for future policy action. Different national stakeholders will be involved in panel discussions addressing the external assessment and the policy briefs.

We invite researchers from Finnish universities, universities of applied sciences and research institutions, representatives of ministries, research and innovation funding agencies and individuals/institutions interested in research and innovation cooperation with any of the regions to join the event.
